The Jungarian Tarot:
"...The system of Tarot divination is based entirely upon accepted principles of traditional astrology which, for the time, brings tarot interpretation into three thousand year old divinatory mainstream. What is involved is essentially translating the language of astrology into the pictures of the tarot.
For example. once it has been determine that 'The Empress' is Venus, it is understood that anything which traditional astrology says about Venus can be said about the card. Venus is an Earthly energy which rules the signs Taurus and Libra.
So there is a special relationship between the Empress, The Hierophant, and Justice. When, in tarot, such emphasis is placed on the Four Elements: Earth, Fire, Air, Water.
All Wands are Fire (and some tradition =Air {my input). All Cups are Water. All Swords are Air (and some tradition=Fire {my input). All Pentacles are Earth. "
